The new cover will not sit flush. What is wrong?

Stop and find out rather than pulling it down with fasteners. Common causes are a seal that is not seated in its groove, debris trapped on a mating face, a damper or internal component that has shifted out of position, or the wrong cover for that position. Forcing it distorts the cover, preloads the damper unevenly, and puts the cracking stress right at the fastener bosses, which is where the next failure will start.
