What is safe to clean the surface with before applying the new one?
Isopropyl alcohol on a lint-free cloth is the safe default. It lifts skin oil and light residue and evaporates without leaving a film behind. Use mild detergent and water first if the arm is genuinely dirty, then dry it completely. Stay away from acetone, lacquer thinner, brake cleaner, and anything else that attacks paints and plastics, and keep every liquid out of the bearing area and the cable entry.
Mine keeps lifting a few weeks after I fit it. What am I doing wrong?
It is nearly always one of four things: it went down in a cold shop, the surface still had old adhesive or residue on it, the film was stretched to make it follow the curve of the housing, or the border never got properly bedded. Work at normal room temperature on a fully clean, fully dry surface, let the film take the shape rather than pulling it into shape, and spend real time on the perimeter. Then keep the wash lance off that edge.
Can I put clear tape or a coat of lacquer over it to make it last longer?
It is a poor trade. Tape edges collect spray residue and moisture and end up lifting the decal they were supposed to protect, and a clear coat over a caution graphic is one more layer to yellow and haze under ultraviolet. This is a consumable and it is inexpensive. Replacing it when it looks tired keeps the marking crisp and keeps the surface underneath clean, which is more than any coating is going to do for you.
How do I get the old adhesive off without wrecking the motor finish?
Warmth and patience rather than solvent and pressure. Heat the residue gently, roll it off with a thumb or a plastic scraper, and only then reach for an adhesive remover, tested first somewhere that does not show. Work small areas and wipe as you go so you are not dragging softened glue across the housing, then finish with isopropyl alcohol. If you find yourself scrubbing hard, stop and add heat instead of effort.
The label is intact but I cannot read it under the staining. Clean it or replace it?
Try cleaning first and then be honest about the result. Wash it, dry it, and read it from arm's length in normal daylight instead of with your nose against it. If somebody who does not already know what it says can read it, it is doing its job. If you had to work at it, replace it. A marking only the owner can decipher is not a marking, and the person who needs it most is the technician who has never seen this aircraft before.
Does a missing decal affect flight, or trigger an error on the aircraft?
No. There is no sensor, no contact, and no circuit involved, and the flight controller has no idea whether the label is there or not. What a missing decal affects is everything that happens on the ground: which motor gets ordered, whether a matched set stays matched, and whether the person reaching toward a housing that has just finished a long mission has been warned. Those failures are quieter and they cost considerably more.
