A shaft or a wear sleeve is sized to sit in a round seat, so fitting a new one into a bore that has worn oval means the new part takes the shape of the old fault and starts life misaligned. If a fresh shaft or bushing goes slack again within weeks, the seat is what is worn and the housing is the repair. It can, and it is a commonly missed cause because everything downstream tests fine. If it still binds, or binds at only one point in the fold range, the bore or the shaft has worn out of round and forcing the joint through that tight spot is enlarging the very wear you are trying to fix.
