The aircraft rocks on flat ground after a hard landing but nothing looks bent. What now?

Measure instead of looking. With the tank empty and the aircraft on a floor you trust, run a tape from the same fixed point on the airframe down to the floor at each leg and compare opposite sides. A difference there is a bent tube even if the leg looks straight, because aluminum takes a small set along its length that is nearly invisible standing next to it. If you pull the tube, roll it on a flat bench and watch for a lift and settle as it turns, which locates the bend.

Can a bent tube be straightened instead of replaced?

No, and this is worth being firm about. Bending work-hardens the aluminum where it yielded, and straightening it works that same metal again in the other direction. The tube comes back measuring straight while having lost ductility in exactly the spot that is going to see the highest load next time. A straightened tube tends to crack rather than bend on the following hard arrival, which removes the one warning the part would otherwise have given you.

Do I need to replace both legs, or just the damaged one?

Replace what is damaged, but inspect the other side properly before deciding. A landing hard enough to set one leg has usually loaded the opposite one too, and the second leg is often marginal rather than obviously bent. Measure both against the airframe, roll both if you have them off, and look carefully at the clamp areas on both sides for fretting, ovalization, and cracks radiating from fastener holes. If the aircraft sits level on new hardware on one side and still rocks, you have your answer.

The clamp bolts on this leg keep coming loose. Is that a fastener issue?

Usually not. A clamp that will not stay tight is generally gripping a tube that is no longer round, either because it was crushed by over-torqued fasteners or because it has worn and fretted at the band. Look for a gray or black powdery residue at the joint, which is the aluminum oxide that micro-movement produces, and check the section under the band for flats or ovality. Fitting new fasteners to a tube that has lost its round section just resets the clock on the same problem.
