Do I need new seals and O-rings when I fit the set?

Inspect them and decide, because they are not listed in this package. Any seal that is flattened, nicked, swollen, hardened, or no longer springs back under a fingernail should be replaced while the pump is open. A rebuilt pump that weeps at the housing is worse than the tired pump you started with, and having to open it a second time undoes the whole point of a single bench session.

How do I know the rebuild actually worked?

By the same measurement that identified the problem. Do a timed catch with clean water before the teardown and another after reassembly at the same commanded rate, and compare them. That is the only evidence that separates a real recovery from a pump that has been apart and put back together. Write both numbers down with the date, because the after figure becomes the baseline you will be comparing against next season.
