How do I test the throttle cable without running the engine?
Do it all cold with the spark plug lead off. Disconnect the inner wire from the engine lever and check the two halves independently: the lever should swing its full arc under a finger and snap closed on its own spring, and the detached inner wire should slide in its housing with even, light drag from end to end. Then reconnect it and check that the lever reaches both stops as you run the control through its travel. Nothing in that sequence needs the engine turning.
The engine will not reach full speed under charging load. Is the cable the cause?
It can be, and this is the classic stretched-cable symptom because idle still feels perfectly normal. Put the control at fully open and look at where the engine lever actually sits. Should I oil the throttle cable?
Sparingly if at all, and not with heavy oil. How much free play should the cable have?
Enough that the engine lever sits hard against its idle stop with the control released, and no more than that.
